7:34pm meeting called to order, recorder on.

 

Motion by Vereb, 2nd by Bican to approve the 9/1/09 Minutes as presented, vote taken, all in favor, motion carries.

 

Old Business:

Elsasser – 54 Willow Wood – wood pile, had until 9/30/09 to handle, appears that wood is now stacked although there is presently additional wood in a pile. This needs to be investigated. Locher to stop by and discuss situation with Elsasser, he heats with wood throughout the winter. Often others drop off wood for his use – apparently in the front yard. Locher will request his presence at the next zoning meeting so that we can discuss this situation – it cannot be ongoing as it is. We need to address this type of situation in the zoning book (perpetual wood piles).

 

Hannahs – 154 Brookshore – handled.

 

Wolff – Lazywood retaining walls – Locher has received 2 applications for permits:

  1. the late permit for work already completed, steps, pavers with $150 check, per Michelson they need this permit for work already completed
  2. application for permit to redo the retaining walls. The drawings are not sufficient, they do not denote the 2nd retaining wall (one without the pole). We need additional information. Locher to discuss with Wolff and request more complete drawings, measurements, etc.  A photo was submitted reflecting property at 119 – some type of uniblock garden area – not sure of purpose.

 

Northvale – rocks – discussion had on whether they are too close to road again. Locher to investigated and photographed – photos shared. Locher states Hannahshe spoke with Keith Reidel who stated he doesn’t think they have moved much. The boulders should be on the other side of the fence – they appear to be in right of way. The boulders appear to be where we asked them to place them a few years back. No further action at this time.

Kuric – dumpster on Lake Road – dumpster ordinance before Council.

 

Towing company – Locher states nothing further from Michelson who was speaking with civil prosecutor. We will cite those in violation of vehicle ordinances.

 

Reames – fence on top garage roof – heard nothing further after telephone calls to Locher & Wharton. Advised him he will need to pay $150 for late fee permitting. No further construction.

 

Reviewed Locher’s Complaint Listing. #38 – 162 Brookshore – burning card board, wood.

 

New business:

Londrico – Dodaro states he got sod, pulled out the new growth & placed sod.

 

Osborn asks about next zoning workshop. Wharton states waiting on response from Naragon on date since the burden is on her for review of zoning book & issues.

  18. 151 Heather Hedge Dr – Shed too close to property line & house – Had until 08/13/09 to remove.  Shed was removed.

  22. 111 Briarwood Blvd. – Spoke to Mr. Fetherolf. He is doing landscaping and adding brick on the sides of his driveway as a border a few inches higher than the pavement.  They will not go into street right-of-way.
  23. 140 Brookshore Dr – High Grass. Grass was mowed when I checked it.
  24. 187 Northvale Dr. – Not a good address.
  25. 166 Northvale Dr. – Not a good address.
  26. 212 Shadow Shore – Truck on grass.  Police matter.
  27. 29 Circle Crest Dr. – Truck on grass and vehicle parts.  Police matter for truck on grass & vehicle parts are in back of truck which is continuously moved on & off property.
  28. 239 Circle Crest Dr. – High Grass. Letter posted on door on 08/25/09 & sent to owner on 08/26/09.  Grass has been cut.
  29. 109 Clover Cliff Dr – Wood on ground.  Letter given to owner. Has until 09/14/09 to fix.  Wood stumps are all raised off ground.
  30. 37 Circle Crest Dr. – Refrigerator in driveway & trash in front of house & vehicle parts (tires).  Has until 09/02/09 for refrigerator and trash. Goes to council for vehicle parts.  Refrigerator, trash, & vehicle parts are all removed.
  31. 121 Clover Cliff Dr. – Trash in front of garage & junk vehicles.  Letter given to Mr. Morrison. Has until 09/02/09 to remove trash.  Goes to council for junk vehicles.  Two vehicles have been removed. Trash removed. Building supplies under tarp in front of garage is all that is left.
  32. 60 Willow Wood Dr – Vehicles on grass. Police matter.  Trash - Unable to locate trash violation.
  33. 279 Park Lake – Junk vehicle & wood on ground & parking pad.  Junk vehicle goes to council. Wood is on pallet. Parking pad letter given to mother of owner along with junk vehicle warning.  Junk vehicle has been removed.  Grass still growing where former parking pad was located (Police cite for parking in grass now?).
  34. 347 Briarwood Blvd. – Trash & High grass.  Vacant house, letter posted. Grass was cut, trash is still there. Has until 09/02/09 to remove trash.  Grass was cut by homeowner or bank.  Bill Zweifel was contacted to remove trash from in front of garage & house.  He removed it and will bill the Village.
  35. 182 Brook shore Dr. – Portable garage/car canopy. Letter given to owner. Has until 09/14/09 to remove.  Warning letter was incorrect. Homeowner only had to move portable garage back and away from house to comply with zoning.  Portable garage has been moved and now complies.
  36. 123 Bass Bay Blvd. – Letter served on 08/25/09. Has until 10/06/09 to seed property. Mr. Londrico advised he has done some landscaping already, but he will forward the warning letter to Atty. Courtney.  Appears Mr. Londrico has seeded his yard.
  37. 100 Briarwood Blvd. – Wood on ground and junk.  Letters given to owner’s adult daughter at 155 Brookshore Dr. for wood & vehicle parts (tires).  Has until 09/14/09 for wood. Goes to council for vehicle parts.  Woods has been raised off ground & vehicle parts/tired have been removed.
  38. 162 Brookshore Dr. – Complaint about burning trash.  Spoke to renter reference complaint about burning trash.  He advised that he was burning cardboard when they were roasting marshmallows and that he was not burning any type of trash.

  1. 90 Clover Cliff Dr – Junk Vehicle under tarp on blocks; Letter Sent – Council gave until 08/01/09 to remove.  As of 08/04/09, vehicle is off the blocks, all tires inflated, and fully covered with tarp.  Follow-up on 08/25/09. Met with Mr. Alvey. He said his car is a parts car and he is going to place it inside a structure when he builds it in a couple months.  He said he spoke with the mayor and she said it was OK.  I spoke with the mayor and she said she did not give the OK.  Waiting for decision on towing from prosecutors.
  2. 444 Northvale Dr – Junk Vehicles; Letter Sent – Council gave until 08/08/09 to remove & correct.  Homeowner spoke with mayor on 08/03/09 to advise he is still in process of removing the vehicles. Tires still in plain sight and white Mustang under car cover off Shorefield Dr. has valid plates, but appears not to run due to tires buried approx 4”-6” underground.  Waiting for decision on towing from prosecutors.
  3. 273 Rustic Rook Rd – Junk Vehicles; Letter Sent – Did not show at council meeting.  Had until 07/30/09 to remove vehicles.  Red truck removed & white Aerostar has valid plates now. Red truck is now in driveway at 271 Rustic Rook.  Waiting for decision on towing from prosecutors.
  4. 54 Willow Wood Dr. – Wood on ground. Letter given to occupant of house. Has until 09/14/09 to fix.
  5. 204 Park Lake - Refrigerator in driveway (under carport).
  6. 523 Lee Lore Ln. – Refrigerator, chest freezer, & trash in back yard.

 

 

I attempted to have deputy meet with me to cite 444 Northvale & 273 Rustic Rook for junk vehicle/parts on 09/24, 09/25, 10/01, 10/02, 10/05.  On 09/24 deputy was unavailable due to going off duty in 40 minutes and on 09/25 deputy was not out as scheduled.  No deputies were working on either of the other days in the afternoon or evenings.  Deputy Easterday advised he will meet with me on 10/06 at 5:30pm in an attempt issue cites.

 

Jeff Schmitt left voicemail complaint on 09/18/09 reference Randy Reems at 7 Bungalow Bay Blvd repaving his driveway without a permit and building a railing around the top of his house or garage which Paul Vereb showed the zoning board photos of at 09/17/09 zoning workshop.  I have monitored the Reems house and he has not constructed a railing or fence on top his house or garage a of 10/05/09.  I also checked auditors office photos back to 2000 and am unable to located any differences in the shape of his driveway other than it had been re-paved.
